New budget PC ( also using parts salvaged from my old one)

Looking for a 1080p 30+fps build( 60fps preferred .
Old PC spec:
1. Core 2 quad q9450
2. Zotac gtx 750ti 2g ddr5
3. 4g ddr3 1333hz ram
4. Corsair vs450 supply
5. 1tb Seagate hdd ( with win 10 and couple of games)
6. Shitty zebronics case
7. Msi g41mp26 board
I know it's bad. Exactly why I'm looking for an upgrade. I need nothing more than 1080p gaming. Which parts should I use for the new build from my old one?. Budget around 600$ or 40k INR.
 
Solution
A balanced gamer will budget 2x the cost of the cpu for the graphics card.
If we budget $150 for a motherboard and ram, that leaves $150 for the cpu and $300 for the graphics card.
$150 buys you a GTX1050ti or $200 for a GTX1060 which will run on your 450w psu just fine.

$90 buys you a G4620 , $110 for a I5-7100.
$50-$70 for a lga1151 motherboard, and $75 for a 2 x 4gb DDR4 ram kit.


If you favor fast action games, bump the graphics budget for a GTX1060.
OTOH, if you favor sims, strategy, and mmo types, bump up the cpu budget
