What is happening?

My CPU is performing over my maximum of 1.80ghz, but even the maximum possible in the entire system. The cpu can only support 2.0ghz, yet its running around 2.3ghz... I am so confused. It doesn't have AMD overclocking, so I dont know whats happening. Its only at about 50% utilization aswell. This was a screenshot running a youtube video, and this website, aswell as task manager and simcity 4 running in the background (on highest graphics if it matters). http://
that should link you to the photo, its confusing. I know I have a good graphics card for a laptop, but otherwise. Considering I know nothing abut computers, does it mean my actual gigahertz limit is 4.64? Why is the CPU only at about 50% utilization when I have a game, 2 tabs, and task manager open? Many questions, please someone help. I need to know, incase it's potentially dangerous. I have heard of laptops exploding, so I want to be sure this isn't related. Thanks!:pt1cable:

1. Pricing is not necessarily based on actual manufacturing costs, just look at Apple products, they earn 200 - 300% over manufacturing costs charging mostly for their name. AMD's APU processors have a great value because of pretty good graphic processor but they also have ready, already developed graphic chips because of dedicated GPUs line so it's relatively cheap for them. AMD also has to set their pricing lower than Intel just to compete.

2. That one could still make a nice business, internet or MM machine but GPU is way too weak for any practical gaming on it. Assuming you can get it to work cheaply, you could drop in some newer GPU in order of GTX 750, R5 260 or for instance GTX 1030 and shave off 5 - 6 years of it's age.

Im just curious about a few things if you don't mind:

1: Why is my entire laptop: ~around 250 bucks (and its pretty luxurious, large, cooled handrest, etc), the same price as an Intel i5 cpu, as it performs relatively similarly (close GHZ levels) http:// = evidence link i guess?? relative to 10 most popular cpu's, places above atleast 1 i5

2: I have an old Intel Pentium 2.7ghz 6gb ram desktop that is currently broken, I believe its a broken power supply, Dell Inspiron 545?? not sure. Worth fixing? I know it was known as a good modified gaming pc back in like 2010 loolll #oldschool

3: I did research on my laptop, (my cpu stats, etc) I downloaded AMD overclock, and it isnt allowed to overclock.can you explain this?

4: Is the R6 good? I can run simcity 4 on highest settings, on I believe software (which, back in 2003 was gpu now-a-days). And the rest is ran on one of my quad cores, and it does well. any info about this?

5: Is there anything I can do to improve my performance? My OS is currently maxed with downloaded things, would it help if I deleted it? I don't need extra speed, I guess the "turbo" kicks in when needed

6: Finally, on that link you shared, it stated mine was top of the AMD Carizzo league, why does it perform better than the FX, even though its "technically better"?

3. Laptops are made for energy efficiency any BIOS options are quite restrictive in OC options. Even SW based OC programs rely on BIOS to make at least temporary changes to it so if BIOS doesn't allow for OC it's impossible for it to make any changes needed for OC.

5. Amount of data stored has no direct influence on performance unless disk is overfilled so RAM cache is impeded. For average Windows system, 10% of free disk space up to at least ~10GB of free space should be more than enough not to slow anything down.
Performance improvement wise, just make sure you cut down number of Startup programs and disable (or uninstall) any not really needed because they take resources (RAM, CPU and disk) all the time, even when really not needed.

6. Carrizo processors are still an off shot of old FM2 architecture, APUs based on newer, Ryzen technology are still to come and this looks like just an AMD's attempt to fill the gap in mean time but their GPU is of newer generation. That kinda makes up for relatively weak CPU cores.
