Ryzen balanced power plan on windows 7 ultimate

I am unable to install Ryzen balanced power plan on my new Ryzen 3 1200 based pc with Gigabyte GA-AB350M - gaming 3 motherboard and windows 7 ultimate. Gigabyte's website currently doesn't list the AMD chipset driver version 17.x for my motherboard for windows 7, it's available only for windows 10 as of now so, I decided to download the new version 17.3 directly from AMD's website which shows the driver as supported for windows 7 and windows 10. The new driver installs everything but doesn't install Ryzen balanced power plan on my pc. I learnt that we can change the minimum processor state in the plan to enable the cpu to down clock when it is idle or under light load. Currently it runs at 3.1 Ghz full time and reaches around 48 degrees even under nominal loads even though it is winter season here.
