You can certainly OC the FX-8320 and get near to FX-8350 performance. They aren't that far apart to start with. The FX-83xxE series uses a lower TDP and performs quite well, if you can find one.
I really have no advice for selling the much maligned FX-9590. You can try eBay and Craigslist.
Note, you have a very unstable CPU. Often, users with that CPU have to underclock it to FX-8350 settings for it to run stable. The FX-9xxx series is notorious for heat/power/stability issues.

If I was to underclock the 9590 to about an 8350 or 8320 settings will it be safe to run in that motherboard?
I would say no. That motherboard may not even post with the FX-9350 installed. You could end up damaging both the CPU and the motherboard before even attempting to change the settings in the BIOS.
You really need a better (compatible) motherboard to pair with your CPU. There are literally hundreds of threads here on the site with users have trouble with that CPU, even with optimal configs.

USAFRet makes an excellent point. It may be time to move on to an AM4 (or new Intel offering) platform. You will certainly get more performance for your money that way. Something to consider.
in the future I can possibly do so, however I already have the 970A board and some ddr3 memory, and as seeing as AM4 is ddr4 only, i'd have to replace even more parts, for now my 1050 ti and the 8320 overclocked will do...
