PC build to run Overwatch at 144+ FPS

I am new to the computer building scene, and would like to know what to put together for a pc that can run overwatch at 144+ fps. A build that is 1000-1500$ is my budget

Neither is good enough, his may have stuttering issue, my build can do ultra for 144 FPS, but only ~100 for epic settings. Fine tuning and refresh of pricing:

What are the differences between these 2 computer builds? I notice that yours has a much more expensive CPU and the other one has a much more expensive Graphics card

So the cpu and gpu are the most important parts for determining FPS, but also a gsync 144hz+ monitor is essential for consistent performance?
After seeing these 3 builds, I am wondering which one will perform better by holding a constant 144fps for Overwatch and League of Legends.
