Graphics card doesn't work after CPU upgrade

My specs are:
Raedon R7 250
2nd Gen intel i3
ASRock B75M-DGS motherboard
12 Gigs of Ram
450 W power supply

My problem: I originally ran a terrible intel Celeron Dual Core processor and then was able to get this i3 recently. However after I installed it and replaced my psu with the new 450 my graphics card won't work. The fan runs but it doesn't show up on device manager. I have tested the card in a different computer and it's not broken. I've reinstalled drivers as well but I can't fix it. Any help would be much appreciated. Thanks!

Have you tried connecting the display to the motherbd video port to see if maybe the i3's built in gpu is being used instead?
There is a setting in the bios that will allow you to set the pcie gpu as the primary graphics card if that is the case.

The onboard CPU graphics work fine. So far I've updated the BIOS, reinstalled drivers, reset the BIOS, and run CCleaner. For some reason though an older GTX 650 will work with the PC no problem. I also got a new 1050 to but it has the same problem as the AMD 250. Short of reinstalling windows or getting a new motherboard I've done about everything. Also I should note my motherboard is the B75M DGS R2.0 and 12 Gigs of RAM is "split" between a 4 and 8 gig stick
 
Try using only one stick of ram, either one. Also if you can, try putting the computer back the way it was(old CPU/old PSU). Then upgrade the power supply, not the CPU. Does the computer work?

The idea is that when you are upgrading, add ONE new thing at a time then test it. When you upgrade multiple things, then have a problem, you have complicated troubleshooting.

Lastly, is that i3 on the CPU support list for that motherboard?

Thanks, I have tried before with the old CPU but not the psu as well. Unfortunately I don't have access to either of these because I gave them to a friend to sell. I'll try and get them back and test that. I have also tried booting with only one stick of RAM and still nothing, and the CPU should be comparable with my mobo but I'll double check. Thanks
