Upgrading my PC

I am looking to upgrade my PC. It currently is running middle-earth shadow of Mordor 1920 x 1080 40-45 FPS
My build is
Case: NZXT Phantom 240
CPU: Intel i5-4460 3.20 GHz
RAM: 8GB Single-Channel DDR3 @798 MHz
PSU: 400W
GPU: GTX 750 TI
Mobo: Intel B85M-D3V
Storage: 931GB Western Digital SATA-III 6.0Gb/s
OS: Windows 10 64-bit
Monitor: Samsung TV 43" 60Hz

Should I just upgrade my GPU or should I upgrade some other parts too? If so what should I upgrade? Thanks in advance

PS: my upgrade budget is at most $500. Preferably under $400.

When playing what is your cpu usage on each core and your gpu usage? This will help identify the component that is your limiting factor in that game.

Get a new GPU. A couple options are as follows.

Option 1 (to handle more than just SoM)

GTX 1070 GPU for $410

Option 2 (for SoM level games)

Total-$270 (save the remaining amount to go toward a new CPU, MB and RAM)
