what is the best kind of thermal paste or are they all the same?

i am trying to build a computer and i am new to computers, so i need to now what kind of thermal paste i would need to buy.

A budget for your build would help.
If you are not going to overclock then the stock supplied cooler will do the job and will come with paste,
If you are going to overclock or are buying a K suffix processor, you will need a cooler.
In most cases a $35 cooler will be fine if you will use a M-ATX or ATX sized case.

It doesn't matter too much as long as you get a good brand.
Tom's tested 85 brands so that doesn't help much either.

Lower is better.
But, be careful about the type of paste.
Some are really adhesives which are hard to remove.
Others are very electrically conductive, a trait which I would avoid.

What are the prospective specs of your build?
Any cpu cooler will come with paste that is satisfactory.
The cooling capability of your case will be much more important.
