So Im creating a new thread as I have confirmed it is NOT my GPU causing this issue as over the holiday I had access to my sisters rig which has the same GPU! I swapped it out and never once in 50+ boots did it give no signal! The problem is random with sometimes I get no signal when powering on my PC or restarting it! Also the LEDs flash on my gpu, and ASUS says that, its not supposed to do that yet in another PC it doesnt do it! And they wanted me to send my GPU in!----- It can happen on every boot, or if I power it down and reboot, I can get a signal. Sometimes it takes quite a few tries! Resetting the jumper or pulling the CMOS fixes the issue 100% of the time! I can even load my OC profile and it will boot just fine until it happens again, which could be the next day or 2 days later! Loading defaults does not fix the issue! I was thinking it was the memory profile(an underclock) so I loaded one using DCOP and the problem still happens! I thought it may be a Legacy/UEFI but, thats not the case either! Once in a while I get "Overclocking Failed" error with nothing but default settings in UEFI/Bios as well! Im beginning to think its my board or PSU..but when booted the PC performs as it should! Its only this issue! And Ive looked everywhere to see if someone has had this issue with no luck! Any help would be of great appreciation! I dont know if theres a BIOS setting im missing or any way to determine if its the board or psu! Ive already had it apart and checked all cables, unplugged everything and plugged things back one by one and booting and the issue it still present! Also I havent checked the PCIE slot, it displays x16@2.0 as it should, my board has another slot but my case has no room for the card at the bottom! Also CPU pins are good and temps are and stay amazing!!

Solution
Because you got the Overclocking Failed error, I guess you may install the asus utility software that oc the cpu or RAM. So you may try uninstall the utility software if you did have one. After that try use the PC again.
