Bad Ram or Motherboard?

Hi all since I did an upgrade to my rig I started getting a Memory error first while in games. Now getting a BSOD Memory Management issue. I spent the last few days testing the ram in all sorts of configs so bear with me here.
Single stick Memtests84: First Day
Slot 1 - both sticks gave errors
Slot 2 - both sticks gave errors
Slot 3 - No errors on either stick
Slot 4 - No errors on either stick

Day 2-4
Slot 1 - 4 - No errors on either stick (tested Individually)
Slots 1/3 - errors were found (tested together)
Slots 2/4 - errors were found (tested together)

Windows Memory Diagnostic Tool: Tested both sticks individually
Slot 1 - Hardware issue error found
Slot 2 - Hardware issue error found
Slot 3 - No errors Slot 4 - No errors

Based on these tests is it safe to conclude that the issue would be my MOBO? I am unsure due to the inconsistent error reports from Memtest seeing one day there were errors on Slots 1 and 2 and the next there were no errors on slots 1 and 2.
 
Solution
The two 8 GB modules, are they from the same dual channel kit, or are they separate modules?

If separate/individual modules, then there may be inter-module incompatibility due to variances in module characteristics. This applies (also) to modules with the same part number.

Increasing DRAM Voltage (which has already been attempted) may help to get the modules to work together. Increasing VCCSA Voltage (also) may help to get the modules to work.

Just reseated the cpu and cooler as well as disconnected everything so only cpu, cooler and ram would start the bios. I kept the cpu cooler loose so to make sure it was not overtightened and interfearing. I tested both memory sticks and had no errors in any slot. I then installed 1 in a2 and one in b2 and received errors. Upped the 1.20V to 1.35V per corsair recommendations and still got errors. Before all this I also cleared CMOS.

Checked the CPU and Socket. No signs of damage to pins or pads. Also made sure there are was clear of dust/debris. Still having Memtest86 and Memtest86+ failure when in dual channel but not when used one at a time. I also took my testing a bit further. I disconnected everything from my motherboard and only have the CPU, CPU Cooler, and Memory installed. I tried one ram at a time and both registered correctly and passed a few passes on Memtest with no errors but as soon as I installed the second ram for dual channel it would get errors before the first pass was complete.

Ok so I decided to try memtest86+ and one ram passed in every slot but the other failed in every slot but both passed every slot with memtest86. Still unsure if I can positively say it's memory or motherboard.
