Replacement Sound Card Advice needed

I have been having issues with static while using the headphone jack on my Creative Sound Blaster Omni 5.1 Surround sound card. Despite switching headphones, USB cables and ports, even replacing the card with an identical model and uninstalling the software, I am still picking up static. The rep from the manufacturer said if the driver was not the cause, then it is my computer. I do not fully buy that saying. I am looking for a replacement sound card, either internal or external, 24-bit, 192 KHz, 5.1 or 7.1 surround sound capability, picks up minimal or, if possible, no electrical interference, designed for games and music, and is priced around $100 or less. My operating system is Windows 10 64-bit. Thanks.

I am not sure if I understand your question. There is the USB cable for the sound card which is plugged into both the back of my desktop and the card. I switched it out with an identical type USB cable. I have plugged it into the integrated USB ports of the motherboard as well as the USB 3.0 Expansion card which is also located in the back of the desktop. Other USB cables on my machine include the keyboard, game pad, mouse, printer, webcam, and external hard drive.
