Thermal throttling on AMD 9590?

I posted a thread elsewhere about this but got almost no help so here I am.

Basically I’m wondering if I’m thermal throttling on my 9590 and bottlenecking my gpu.

I’m using an AMD 9590 with a GTX 970 and 16gb RAM. Motherboard is a Asus Crosshairs Formula Z atx.

I get fine performance on most modern games except for World of Warcraft. I never get past 30 FPS and it comes to a halt during raids. I’ve been told that my cpu might be bottlenecking my gpu andnit could be thermal throttling. How do I check this? I have like 6 fans but not using liquid cooling.

And if my cpu is the problem, what would a good cpu be to go with my current ram and gpu? I would prefer to keep my current mobo and only replace the cpu or replace the least amount of parts if possible.

Any help is greatly appreciated!

Unfortunately no, you will only get a H60 for $60 US from Newegg and that's no better than a decent Air Cooler.

If you don't want to OC then the MIN I would recommend is Corsair H105 or equivalent. Approx $100 US from Newegg. That will allow sufficient cooling for 4.7Ghz Stock frequency. This ofc depends also on ambient temps and your Tower Case and fans. List your Tower case and I can tell you if it will fit. Best is to have it at the top of your case in a pull config bringing ambient air into the case.
Yes care should be taken when removing the old heatsink and rather than pulling it's best to twist (carefully) to break the seal. I have found AS5 or MX4 to be good TIM.

You can check your CPU temperatures with AMD Overdrive. If your thermal margin is at 0 or lower you have thermal throttling.

However you may have other problems. The FX 9590 is a notoriously unstable CPU, it's basically an FX 8350 with a factory overclock on it. Only a small handful of motherboards support the CPU's massive power draw. and the Asus Formula Z while technically saying it's supported, does tend to run into problems due to not having its power delivery systems beefed up for the FX 9590. You may also have issues with freezing or throttling due to power delivery. Even with the high power draw, the FX 9590 isn't a great performer and a CPU bottleneck in WOW is quite likely with that chip.

Unfortunately you have no upgrade options, the FX 9590 is the 'best' CPU available for the AM3+ socket. All upgrade options to a modern CPU require a new motherboard, and new RAM as well, as DDR3 RAM is now obsolete.
 


That might be part of the problem. The FX 9590 really needs watercooling, it runs that hot. Some extreme high end air coolers like the Noctua NH-D15 might be barely adequate if you live in a cooler climate with low ambient temperatures.

What can I do to improve performance? I am able to replace my cpu and other parts of needed but if I can do something to change how it draws power or something that would help.

What is a good motherboard, cpu, and ram that would go well with my 970? I’m not great at these things.
 
Well you can either spend some money to get an AIO water cooler which would help if you are thermal throttling, check temps first to be sure.

If you want to upgrade your actual hardware, you're basically looking at a complete system rebuild and it would help to know what kind of budget you have and which country you are in.

I would prefer not to have to build a whole new system. I’m in the US and if I had to buy a new system my budget wouldn’t be very high and I would want to keep my current card.

What is a good liquid cooler for this chip? I’m not sure what to look for.
 


In AMD Overdrive you should see a thermal margin value. Run a game and tell us what the value is while the game is running. If it's zero or lower you are overheating.
 


What software are you using to check this? Due to AMD doing some weird stuff with the temperature sensors on their CPUs, you can pretty much only get an accurate reading on AMD Overdrive, and that will give you a thermal margin.

There's no way your CPU is running at about zero celsius, so that's not a thermal margin.
 
Your clock speeds are at 1.4GHz, there is your issue.
Restart your PC and open AMD OD right away, then check what the temps are (and make sure your clock speeds are where they are supposed to be).
If its correct, then launch your game and watch them.
 
Well your CPU is definitely throttling in some way as it is running at idle clocks and voltage. The thermal margin is also completely out of whack unless AMD has started automatically calculating CPU temps from that margin for you. If that is the case, 67 degrees celsius is very hot for idle clocks and voltages. Given that you are apparently on an air cooler, I'd say thermal throttling is likely, though you might want to see what your CPU temperature in the BIOS is. If it's hitting near 70 just in the BIOS, you definitely have thermal issues.

I don't know how to change the clock speeds.

I restarted and my clock speeds haven’t changed. Same with listed temps. Is the clock speed low because of the high temp? Or is there a way for me to change it to the proper clock speed without damaging it?

If there it no way around this, what would a good liquid cooling option be? Would it be worth my while to try adding new thermal paste before going towards a liquid cooler or no?

I'm looking for the easiest way to fix this issue w/o having to replace my system...

Ok I found the answer. Apparently my motherboard has a "slow" switch that is supposed to be off by default, but apparently it was on the whole time. I went in, removed a fan to access it and saw it was "on".

Now I am getting much better performance and my clock speed is back up to 4.7ghz. I am still concerned about heat, so I think I will invest in a liquid cooling system. If anyone has a recommendation I would appreciate it. Thanks for the help!
