Auto Scroll Problem

I have an annoying problem with what I can only term as "Auto Scroll" Anything having a "Menu" moves automatically either "Down" or "to the Right." I do not know why this has started, but I cannot find any decent answers for it.

I am having a similar problem when I changed my Dell 30" with a 4k samsung tv with hdmi.
Adobe Reader was auto-scaling to max scale factor (~1500%). That was corrected with an update to Adobe Reader DC. Now Excel 2016 is automatically scrolling to the right. It did not do it immediately after changing displays, but I can make it stop now. When I swap back to the Dell w/DVI, strange stuff never happens.
