Power Supply at Full speed constantly, even though not hot

Hi there,
I bought a case and PSU bundle from ThermalTake (VersaH21) recently to build my computer.
Though, for some reason, when i use the computer and leave it at idle, the 120mm fan goes to full speed. I even put my hand to the back of the case where the power supply is and i can feel it is really pushing a lot of air out, though the air is really cool and nice.
The fan is going really fast for some reason, even though the PSU is really cool.
Is there anything i can do to stop it from going really fast?

I too have a ThermalTake Power Supply, with a case for my computer, and yes, the same exact thing happens to me. However, this always happens with their PSU's (I don't know why. I know, it gets annoying).

My suggestions would be to turn off your computer, and the next time you turn your computer on, immediately hit the Hotkey to open up BIOS (My default is F12), and look for the Fan Settings. From there, you can edit the speeds of your fan. This is pretty dangerous, depending on your computer's Average temperature because if one day your computer is actually hotter than it seems, and the fans are lower speed. Your computer just might overheat.

Another way I turn down my fan speed, is by installing an Overclocking Software, such as MSI Afterburner (And No, you do not need an MSI Motherboard). The bottom setting is for your CPU fan, and you can set that to low. And it monitors your computer's heat just in-case.

Hi,
My cpu fan is not the problem of the sound, it is the PSU. It is none of the case fans either, all of them are spinning quietly. Its just that PSU fan.
