1080TI - I got low fps in cs go and some other games (99% gpu usage and 100 fps +drops) (No Bottleneck)

Hello,
Pc specs : i7 7700K , Asus 1080ti (strix) , 16 gb ram 3200 mhz
I have a problem, I've played cs go , gta v , league of legends and some other games - All worked perfect , 4 days ago I just turned off my computer as usually and in the morning I opened cs go and I saw that I have 100 fps and my gpu is on 99% usage and 40-60% power.
I tried to 3dmark and it's working good . what can I do? When I didn't have the problem cs go was working on 300+++ fps and 30-40% gpu usage..
(Format my pc , Tried to ddu and tried to install an older version of nvidia driver's , cleaned my graphics card and still didn't work) (Right now overclock is down - format my pc and etc.. )

If temps aren't an issue (throttling)

If you did a clean install

If you updated all your drivers

If you are using the latest BIOS

.. and none of those fix your issue, then start eliminating components. I would check the GPU on another machine to start with. Same as your PSU, borrow a friend's to see. That could also be causing your issues. Also stress test your CPU with Prime 95.

Yes,Monitoring cpu usage + temps and they are fine.

HI, I've updated my drivers already, I have the Asus z270p prime.
The usage isn't suppose to be so high in cs go. And the gpu usage decreased to something like 60 right now, But it still high and I still get huge fps drops..

Did you try a driver cleaner to get rid of remnants of other, older drivers?

Usually the low GPU buffer is because your settings are higher than your machine can handle, but that shouldn't be an issue with a 7700k and 1080 Ti
