What GPU to add to my build?

I recently purchased a PC from a friend of mine, but I still need a GPU for it.

Specs:
MSI X370 Gaming Plus MOBO
16GB(2x8) Corsair Vengeance DD4 RAM @ 3000MHz
AMD Ryzen 1700x CPU 8 core @ 3.4GHz (3.8GHZ Turbo)
Corsair Carbide Series 330R Blackout Edition Mid-Tower
Corsair RM750X 750W GOLD Fully Modular PSU
Corsair H100i V2 Liquid CPU Cooler
Samsung 850 EVO 256 GB SSD
WD Blue 1 TB

I'm still new to the PC building community, and was wondering what the best GPU to buy might be, especially with the inflated prices right now. I've looked at the rx 580 8 GB kind of as my floor, but would it be worth going up to a 1070 ti, 1080, etc? I'm ultimately looking for the best performance per dollar with a max budget of $500.

NOTE: My monitor is only 1080p, 60 Hz currently.

My current dilemma is:

1) Do I buy a budget GPU (rx 580) now and then upgrade my GPU AND monitor in the future?

OR

2) Buy something nicer (i.e. 1080) now, knowing that my monitor will be bottlenecking my performance, and then upgrade the monitor in the future?

All opinions would be helpful, but I would really appreciate recommendations with solid explanations so that I can understand the reasoning behind it and make an informed decision.

If you don't mind the noise. Those blower style cooling can get quite noisy under heavy load.
For 1440p 60Hz, gtx 1070ti is also nice card, but at higher refresh rate you may need to reduce settings in some games.
The question is: how long it will take you to get new monitor? It does not make sense to get a more powerful GPU if you can't get monitor that can fully use it in no more then year, because you risk the GPU gets obsolete before you get new monitor. Furthermore, it matters what kind of monitor you want to upgrade to.
Anyway, I think sweet spot would be to get gtx 1070 now. It will work nicely with your current setup, allowing you to play all new games maxed for now. It will keep its value nicely and you can count on selling it for good price once you're ready to move to different GPU/monitor setup.

Would be able to upgrade monitors around the new year. Probably 1440p with better refresh rate, but I haven't done much research into them yet.

Would this 1070 ti for $449 be a deal worth snagging if I can afford it?
