Hard drive recognized but can't create partitions.

I'm trying to install Windows 7 on my old Dell laptop, the HDD is recognized by windows (In diskpart and is NOT in windows setup) and by the laptop itself. When I create a partition it says that there's an error occurred, something related to I/O devices, I read that chkdsk might be able to fix it, but I can't run it since I can't create a partition in the first place. Any advice?

Can you specific the steps you've taken thus far?

Should have:
diskpart
list disk
select disk [x]
clean
create partition primary
select partition 1
active
format fs=ntfs

Are those the steps you've taken?


How have you opened Diskpart? From install media, I assume? USB or Disk?

If from USB, are you using a 2.0 or 3.0 port? 2.0 has a (much) higher success rate on slightly older hardware.

I put Windows setup on my USB and put it in my 2.0 USB port (I only have 2.0) I went through the setup, then it told me there are no drivers. I read online and I realized I should make a partition. So I hit shift+F10 and cmd popped up, I go into diskpart and I type in everything you said until I get on "Create partition primary" when I type that in it says "DiskPart has encountered an error: The request could not be performed because of an I/O device error.
See the System Event Log for more information."

I thought it was my USB, I plugged it out, still same result.
So currently I can't make a partition and I can't check it for errors.
