GPU At 100% usage on startup, rapid performance decline.

Title explains most of it really. My GPU monitor is putting the card at 70 Celcius and 100% usage. So far I have tried:

1) Restarting
2) Disconnecting from the internet
3) Checking the running processes/programs (Continually shows chrome as the most demanding, but not excessively so).
4) Checking the CPU (All under 40% load and about 40 Celsius)
5) Running MalwareBytes and Avira scans. (No detections. Same for a handful of "Potentially unwanted files" which MalwareBytes got rid of)

Any ideas? Help would be greatly apppreciated. At the moment the screen stutters (For example, as I'm typing this the image is very jumpy in loading) so there's definitely a noticeable problem. Was using my computer last night fin.

I am currently running a GTX 670 with an i5 3470.

The high GPU usage makes me wonder if it might potentially be some malware that's using your system for mining cryptocurrency, and sending any profits off to someone else who doesn't have to pay for the electricity or hardware. It could potentially be something that's not in your malware scanner's database of known threats yet.

And if you're checking process usage, shut down any applications that might be running, like Chrome, to help you better narrow down what might be using your graphics card. It could potentially be a tab that's open in Chrome that's using your graphics card, after all.
