i5-3570k 3.4ghz bottleneck's with GTX 1060 6gb

Hey there , i bought recently the gtx 1060 (palit) and while trying out games on ultra:) i have experienced stutters . I check my cpu and gpu using CAM and i saw it reaches 100% load at some points and avg temp is 60c . I don't know the reason of the stutters .....

You say 1080p ultra. The 1060 is not the 1080 and as such ultra settings at 1080p shouldn't be expected.

The 3570 is feeling its age and at 5 years old is a little out of touch. I did not say it was obsolete. I said it's feeling its age...

playing on 1920x1080 ultra settings , playing the new cod ww2 . The fps on avg is 56 no lags just sudden freezes or
stutters . Ram speed is 1333mhz , 8gb in total . Motherboard B75M-D3H .

6.8gb at best is the ram usage under load and in heavy scenarios . Dunno i get alot of fps drops and freezes .

An older CPU with a mid-high(not even close to Ultra) range GFX card is performing the way it should. You should lower your expections to a more reasonable level. You can try OC'ing but more realistic in-game settings should be applied.
 
Solution
A 16GB RAM kit may help matters. You can purchase an identical module to what you have now but I don't know if you have enough RAM slots. Mixing old and new RAM isn't recommended. It will usually work but compatibility can only be guaranteed with RAM kits.

That's a dual channel board. That basically means it prefers RAM to be installed in pairs. Let's assume you have 1600MHz RAM. Let's take that a step further and say you have 1 8GB module. Because that board is designed to be used with dual channel RAM you're at a disadvantage. The single RAM module doesn't have it's partner so the speed of the RAM is stuck at 800MHz. The advertised 1600MHz speed is the effective speed of two modules working in tandem.

While the FPS penalty for operating dual channel RAM in single channel mode is light there is a FPS penalty.
