Turbo not working? Also over clocking help

So I have an i5 4690k. Motherboard is asus z97-a. I'm going to paste the text I sent my friend so sorry if anything gets repeated twice.

So my processor, I5-4690k, clock speed is 3.5 L and turbo 3.9. My chip seems to not go much higher than 3.6-3.7 so I went into the bios and the turbo is on, and under performance I have 3 options. Power saver, normal, and ASUS optimal. When I put that on max I get 4.12ish. And my Temps increase by like 7 degrees making it around 80ish. I guess my question is, is my turbo working properly? Is there a setting I need to set up? Thinkijg of resetting the bios to all default and starting over.When on normal is when it doesn't reach turbo speed. I've had this issue before and was confused why my cpu was at 4.1 and realized I had the asus optimal thing on. So I put it back to normal. But I didn't realize I'm not getting my turbo speed.

Now first I don't know if this is okay? Also I am getting an H100i gtx in the mail on Friday and I will be installing that. So I do want to consider overclocking. What's the fastest you can get this chip? I have never overclocked before. Also if someone can provide me with a very detailed and easy to follow guide that would be awesome!

Download hwmonitor and aida64
With hwmonitor open, run aida64 stress test and see what your CPU does.

You do the same when you overclock. Except you go in to the bios and change the multiplier and the voltage and then test that both for stability and heat. Remember to not use too much thermal paste.
