Pc and gpu fans don't shut off when computer is shut down. Cpu fan speed can't be adjusted either

I recently build a budget computer with some parts from ebay and craigslist. I am running an i5 2400 and because its a locked processor, I just bought the cheapest motherboard from a reputable brand from ebay. Its a lenovo m81 board from a lenovo thinkcentre. When I shut down my computer, all of the case fans and gpu fans stay on. I think my motherboard might be the issue, but I need some help

as a side note, the fan speed on my hyper 212 (yes its overkill for a locked processor) can't be adjusted in speedfan and the fan speed doesn't display in HWmonitor like it does on my other computer. Only my gpu fan shows and is adjustable in speedfan

If anyone knows a solution to either of these issues, please let me know. In the meantime, I think I will be contacting the ebay seller to try and get a replacement if possible.

well I was hoping for a solution that didn't involve buying a new motherboard if the seller wouldn't honor a return. I was looking for maybe some bios setting, speedfan setting, or program that would maybe fix these issues

I can't say anything except you get what you pay for. I don't think there is a solution to this issue. If you have the latest BIOS, then there is nothing else you can do to fix this.
You can get proper motherboards for really cheap, I don't know why you had to get the absolute dirt cheapest possible but what did you expect?

Sorry a bit late on the response. For some reason I don't get emails about my threads for Tom's Hardware.

I went with the cheapest motherboard because I am a student and on a super tight budget. the issue with the fan speed is actually the psu fan running really loudly. It has been replaced and the issue has been resolved. Thanks for the input.
