Open world racing games for PC

Does anyone know a good open world racing game, something like forza horizon 2/3 but on PC since those aren't available. I've played nfs carbon,both most wanted, underground 2,hot pursuit 2010, test drive unlimited 2, burnout paradise, driver san fransico,Grid 2. THese are all good games(carbon will always be my favourite), but i want a game with newer cars and better graphics, not too good tho since I am on a laptop XD. Specs:


Intel core i5-6200u
6gb ram ddr3
Amd radeon r5 m430 2gb vram.

If you want more specifications, ask me, because im looking for an ideal game. For context i can play grid 2 on high or gta V on high settings and i can reach the same for most other games.

Well that's sad....If anyone else knows any other good games, please do post them here( excluding the the crew as i can barely get 20 fps). Again, I am mostly aiming for a game like the forza horizon series. Anything close will work tho

I've been searching for games like forza horizon 2 but on PC and I couldn't find any. Obviously I saw forza horizon 3 and I thought I wouldn't be able to run it. I have no other choice so I'm going to try it but first I want to know if I will get 30 fps at least.

I could run forza 6 at low and get 30-50fps, and i can run grid 2 at high or max, and gta v at high as well. I could also run project cars at low
