GPU worked for a little while. Now PC won't boot with GPU installed.

I bought a DUAL-GTX1070-O8G to upgrade my pc, my older GPU is a 960 MSI. I removed my old drivers (without safemode) using DDU and plugged in my new gpu.
First I had a problem with cable management as a cable was on a part of the GPU (bad i know) so the computer didn't boot it just restarted over and over, Then i fixed it and the computer could reach windows. I installed the new drivers and the restarted.
Everything seemed fine but not so great FPS increase in guild wars 2 (30 to 40 ish) I then close down guild wars and try to start steam and all of a sudden i get no display on either screen.
I try to plug them into the motherboard so that the integrated graphics are used but no luck. Then i restart my computer and it says there is no signal on my screen.
I can press caps lock or similar things and the keyboard lights change.
I have tried using my old GPU and it works but it instantly detected drivers so i feel like it might not have been properly removed.
I also tried removing resetting the uefi settings by taking out the battery but it didn't help my computer boot with the 1070
Both my gpu's have the recommended PSU at 500W (I have 650W)
I have 3 harddrives and 1 SSD, I tried unplugging 1 of the harddrives and boot the gpu in case there wasn't enough power but no luck either.

MSI GeForce GTX 960 2GB Gaming (old)
ASUS GeForce GTX 1070 8GB DUAL OC
Intel Core i5 3570K 3,4Ghz (standard cooler)

Any help is much appreciated.

I tried it again while I made sure that it was properly seated and no luck, but this time i still didn't set the starting drive so it doesn't reach windows. So far with the 1070 it hasn't shown the option to start UEFI when I start the computer. Also note that the fans on the GPU start for about 4 seconds and then stop.

After reinstalling the drivers another time now the computer can boot with the GPU in it when I have the monitors in the motherboard, I installed the drivers and restarted but I have error code 43. Could it be because I have more than one windows in my harddrives that this is happening or anything else? The weird thing is I do not get any uefi options the computer just boots into windows it seems.
