Need Help Buying a New CPU Cooler

My CPU has been at 100 degrees celsius idle recently so I need to fix it. It could be my thermal paste, however I need to but a new cooler anyways because my CPU is really good for overclocking and yet I've never actually tried it since I only have a stock cooler. My budget is £80 (about $105) and I need something that wouldn't be obstructed by my RAM. Preferably I don't want to it be a water cooler as I want it to be quiet and I am willing to pay more than other coolers to get something quiet. Also I'm weary of my power supply which is 750w and I'm not sure if I could get something substantial without it consuming too much power. All suggestions are appreciated, thanks.

750W is by far adequate, you do not need to worry about an air cooler's usage, its only a fan.

I use a Noctua NH-D15s. This will fit your setup, as long as your RAM isn't stupidly tall.
The "s" version of this cooler was designed to fit most setups. Unlike Noctua's NH-D15, this version has been slimmed down to prevent PCIe and RAM obstructions.

It's great quality, quiet and well worth the money. Highly recommend.

You should probably do some.

The Pro 3 height is 163mm compared to the 15s at 165mm. I'd love to see that fan pushed up with Corsair's 230T max CPU cooler height measuring in at 165mm.

People seem to fit the nh-15s with my case no problem, but my RAM actually does fit with both even if the fan is fitted normally on the Dark Rock so I think that I'll go with the Dark Rock Pro 3 and sacrifice a couple Celsius over the quiet factor. Thanks a lot for the help though I really really do appreciate it.
