i just upgraded my motherboard and surprisingly i did not have to reinstall windows 10 it just booted normally then i installed the drivers for the new motherboard but now my pc is slow and stutters even though i have a i7 7700k in it now and a new GIGABYTE GA-B250M-Gaming 5 motherboard in it microsoft helped by doing a dism scan and increasing my virtual memory but i still see it slow and stutter

Just because it 'works', doesn't mean it'll function without issue. Windows 10 is a little less picky, and doesn't necessarily 'force' you to reinstall your OS like prior versions may have.

That doesn't mean it 'shouldn't' be done though - as all sorts of bugs/issues can occur. A generally sluggishness is one of them.

I'd reinstall your OS.
