Need help with future upgrades

I currently have a
gpu- gtx 970
cpu- amd-8350
motherboard- MSI 970 GAMING
16 gbs of vengeance ddr3+ ram

My problem being I can carely run modern games such as PUBG and ARMA. Is it worth upgrading my cpu or my gpu?

Honestly there's no upgrade path for your CPU. The only higher model is the FX-9590 which is one of the most problematic CPUs ever made. You might as well go with the latest Intel platform or Ryzen when it is available. Depending on your monitor resolution your GPU should be good for a while.
