If you need an OS just install 10(free download available from Microsoft) and run unactivated, it will be fully functional minus a few personalization features and you can just buy a key and activate it later.

Don't worry about the hard drive, or windows. you can go above 450 just a little bit.

The only problem I have with that build is the ram. With infinity fabric Ryzen needs fast ram to reach it's potential and single channel 2133 is not going to do well in that regard. I would not go with anything slower than dual channel 2666 with 3200 being the current sweet spot.
