I have an old I7 860 Its first gen i7 I think and It´s getting tired. I´ve been seeing i7 4790k on ebay for like 200-300$ and some decent unused motherboards for around 100$ and I could use my ram. Amd rysen 1600 would be like little bit more expensive but not much would of course need new ram.

The Ryzen 1600 is a better bet.

More cores / threads- it will eat the 4790k in productivity stuff and they are about on par overall in games when both overclocked (note that more modern titles are likely to pull ahead on the 1600 as 6 cores is now mainstream with both AMD and Intel offering 6 cores in the 'i5 / R5' ranges).

The other big advantage of Ryzen is it's a current platform- with promised support through to 2020, so there are likely going to be newer CPU's available to upgrade to in the future.

What is your current set up? What games are you running?

Ryzen is current gen. and would outperform the i7 when it comes to running multi threaded games. It is also on par with the I7 in terms of singe core performance. It will be optimized over time. If it is within your budget, I don't see a reason why you'd opt to go with a 3+ year old used CPU over a warrantied current gen. new Ryzen.
