Slow speeds on 1 computer

So i'm not 100% sure if this is in the right area, so correct me if i'm not.

Recently, my computer has only been getting 100mbps down and 20mbps up. About 2 months ago I was getting my normal speeds of 300+mbps down and 40-50+mbps up. I recently updated them, ran a speedtest, got the same thing; so I completely re-installed all my drivers/windows and i'm still getting the same thing. My malware protection program says i'm clean. The only thing that I know of is this started happening when I got a new processor. Also, this is the only computer that is having this problem. Even my wife is getting 200mbps+ on wifi through her laptop. My computer is connected via ethernet, (cat6).

Current hardware -
Motherboard: MSI 970 Gaming Motherboard
CPU: AMD FX8370 Black Edition
GPU: GTX 970FTW Edition
RAM: Corsair Vengeance DDR3 1600MHz
HDD: 1TB WD Black -- 500TB WD Black

If i'm missing anything that you need, let me know and I will provide it! (I am using AMD's Killer Ethernet software and as far as I can see, that is not allocating any bandwidth or restricting any).
 
Solution
Take a second look at both the motherboard and the new CPU specifications. Fine print level.... Verify that the CPU received is the correct CPU for your motherboard.

Double check the installation and any configuration settings you made.

Keep working backwards to eliminate other possibilities.

If nothing else is found then the CPU is the likely culprit.

Have you tried another known working (i.e., works at normal speeds on another computer) Ethernet cable?

Any interim connections: Ethernet wall jacks, powerline adapters, switches/hubs, etc.?

Try connecting to another LAN port on the router.

Pay attention to the CPU - especially if the problem(s) started when the new CPU was installed.

Run Task Manager and Resource Monitor on your computer to see what, if anything, may be consuming network resources or any other resources for that matter while network and internet connectivity are active.

May be some program in the background simply trying and failing to update itself....

So I took about a day to monitor everything while having resources monitored. As far as I can see, there's no programs trying to install and i'm not seeing any major spikes within the resource monitor. I've tried another ethernet cable that is hooked up to my other computer that's getting the full speeds and yet still getting around 100mbps. There's no interim connections and i've tried another LAN port, as well. Still only getting around 100mbps.
