So i just replaced my water cooler in my pc after my pc was overheating due to dust in the radiator. So after i fixed the overheating problem now when i launch my pc and do anything everything is super slow and the CPU MHZ reading on Core Temp goes up to 4329 writing this. i was wondering if i was to get a new cpu this issue would be fix. I have a i7-4790k processor. Also my max resolution when i go to change it is 1600 x 1200 when i always had it on 1920 x 1080.

Solution

You can try a repair install. This leaves every program in place. THis sometimes leaves problems and viruses behind.
Or you can backup your personal files and format the disk and do clean install. This is best.
You don't need to replace a cooler due to dust, you use canned air and blow it out.

I suggest you re-mount the cooler and try to use less thermal paste. Use about a bb or a small grain of rice (at most). It sounds as if you used too much.

I just installed it now. Nothing is taking massive amounts of resources. Im using Cool Temps and its showing the MHZ hitting 4200 doing nothing.

Don't know. But it is a good sign that your OS is messed up.
