I checked cpu-z core speed and it was 3.2ghz at idle. I am guessing intel turbo boost doesnt work ?

Turbo boost works at intensive works, you have in cpuz stress and benchmark, press stress and see if boost works, (keep in mind if you press stress system might be unresponsive soo close everything and run stress then).
