The motherboard - gigabyte ga-eg41mf-us2h
The CPU - Intel core 2 Duo CPU at 2.9ghz
4gb ram, will get 8
460 psu

Would the gtx 650 TI work good in this PC?
What is the best graphics card I can get with this setup?

If I was to upgrade to Intel Core 2 Quad Q9650 3GHz Quad-Core would that make much of a difference?

Not really, I just paired my father's PC (AMD X4 850 *slightly better then a Q9650*/8gb RAM) with the GT 1030 2gb and it games really well at 1024x768. Haven't tried many games but World of Warships and some older COD/BF games run really well with it.

Without a platform refresh you are VERY limited. If you can get a 650ti card for next to nothing then go for it. I bought a pair off of craigslist for $50. They both worked and oc'ed well. I found a deal though as I sold the 2nd for $50 alone.
