Video card install for older Super X6DH8-G2+ mother board won't boot

I want to use an older surplus SuperMicro 7044 to experiment with computer vision and ML. When install various Nvidia cards to the PCL-Express slot, server won't even boot to the bios. This happens even if the card is left unpowered. Its not even getting to the OS boot stage, so not a driver issue.

I've read through the manuals, but nothing in the bios configuration for the PCL slots to use a video card. On my more modern workstations, inserted video cards just work.

Any solutions or ideas of things to check?

See what happens when you disable the VGA port via jumper JPG1. To disable move jumper to PIN 2-3.
