Weird glitchy pixel blocks appear all over screen when I scroll, etc. (when I'm in a program)

Idk how it happened (and I doubt it's my GPU cause of how it's happening//Idk if this should be placed in "Graphics Cards") but now when I'm in a program (such as google or a game) weird, glitchy, pixelated masses appear all over my screen and skip around when I scroll or move my mouse. It's extremely annoying and make some things unplay/useable. When I'm on the desktop or a select few programs it doesn't do it but the majority of the time it just turns into a glitchy swarm of pixels.

it doesn't happen in all programs, and the rest of the computer and games run fine (run H1Z1 and a couple other games flawlessly). The only thing is the pixel things are appearing everywhere, extremely annoying.
