Can a low PSU Casue low FPS

CPU: AMD A10-7870K
GPU: GTX 1050
RAM: 16 GB
PSU: 430 Watt

all the steam games i play cant run these at 60 fps, only 20 to 30 is low psu the problem, im running 7TB hard drive, 250 GB SSD, Blueray disc player (dont know why), 2 RGB fans, CPU fan, plue the motherboard, window 10, there are 2 screens, gaming mouse, gaming keyboard
 
Solution
A GTX 1050 non Ti version only requires 350 watts and 17 amps total system power. The rest of the parts mentioned draw very little power. The PSU you have shouldn't be a problem as long as it's not defective. You can monitor the voltage it's outputting via the MB BIOS or a free monitoring tool like HW Monitor.

The spec you have is pretty low for some games. It might just be the games you're playing and/or settings you're using.

But the cpu draws 95watt

Well I have the gpu and cpu over clocked and I have a gtx 1050 ti and I use both graphics on the cpu and the gpu
