Can play 4k games but not 4k movies...

I recently upgraded my PC
MSI x299 Raider
i7 7800x
MSI Duke gtx 1080
Dual Channel 2400 DDR4
M2 SSD
Sata SSD
HDMI 2.0 cable

Without any overclocking it will run games on "ultra" at 4k with no problems or overheating, given longer loading times than playing at 2k or 1080p.

But most 4k movies that I've tried to watch end up missing frames whenever the scenes change rapidly. The movie will freeze, the GPU activity will drop to idle for a moment, then everything will catch up and the movie will play fine until there's a lot of action or changes again. Overclocking the GPU has helped slightly but 4k movies are still unwatchable.

I suspect that the RAM speed might be bottlenecking the system, does this seem likely? How much of an improvement would quad channel memory of the same speed be? What other speeds of memory will the CPU and MB handle (the "official" specifications list 2400 as the max for each).

If it's not the memory then what else could be the issue?

mpc-hc tried as well? https://mpc-hc.org/

use ddu uninstaller and install the latest nvidia.com driver again, eventually without geforce experience
