Please explain me this

So basically i got an AMD FX 8350 with a gtx 650 (i know its pretty old).I got a gtx 1060 for free and im know that it bottlenecks but the dude in the link posted is saying you can do that to increase fps.Does that really work or are there any other alternatives to increase fps,I know im a noob.ALSO i cant find that option Ps-Im getting new pc soon,until then help me with this

not increase the FPS cap it.
say the GPU can spit out 75-90 FPS on low settings. capping the GPU to render only 60FPS allows the time not rendering the extra frames to increase the quality settings.

it is a way to use any extra GPU power to increase the quality settings while maintaining a solid FPS. the GPU will only render 60 and the quality on those can increase because the lightened workload.

I dunno where the setting is in nvidia as I have AMD cards
