Does my RAM or Motherboard has problem?

I have a 3 years old MSI GAMING 3 mobo, it wasn't used for a year, as I was out of country.
Now after a year, I booted up my PC, it wasn't booting up for me. ALl it was doing was lighting up for 2 sec then shut down, again lighting up and again shut down. Kind of loop. There was nothing showing up on the display.
I removed the case, checked all the components, physically they were okay.
The RAM I'm using is 2 x 4GB Corsair Vengeance 1600 MHz.

Now what I did was dissembling of all components.
This time I put my mobo on the top of a large book, cleared the old dried thermal paste, put a small amount of new one and placed the processor.
Attached RAM into slot 1 and 3 (for dual channel), and attached 24 pin ATX connector and 6 pin CPU connector from CORSAIR RM 750.

When I booted up, this time again that 'LOOP' happened.

Now I put my RAM sticks into SLOT 4 and SLOT 3, the PC booted up and BIOS screen came next.

In short, the RAM sticks aren't working on the following-
SLOT 1 & SLOT 2
SLOT 1 & SLOT 3
SLOT 2 & SLOT 3
SLOT 2 & SLOT 4.

Its working either on [/u][/b]SLOT 3 SLOT 4[/u][/b] or lone [/u][/b]@ SLOT 4[/u][/b].

I am unable to understand what's going on. Please take a look on this.

The CORSAIR RM 750 is good one, and it is good for single GPU, even some of sli or CF. but what gpu did you have?

Also you may try remove all the RAM, the boot device, GPU, clear the CMOS, use onboard iGPU if the PC has one, boot the PC again. What happens?

MEMTest took 3 hrs to complete. Result was +ve.
I did update the BIOS, nothing improved. So I guess, MOBO RAM Slots may have some kind of problem.
Does the PSU has to do anything with this?

PC Booted fine, BIOS Shown.
My RAM was faulty, I guess.
