Mobo boots but doesn't give display or power to USB ports

So I just built my new pc and when booting all the motherboard lights and ram lights light up but my keyboard and mouse that are connected to behind of motherboard don't get any power. Kinda weird since all the parts that I have on my setup are brand new from the store expect hdd and ssd from my old build. Im also running ekfluidgaming a240g water-cooling on my computer.

Z370-F Gaming
GTX 1070 Aero OC
2x8gb G.Skill ram
Intel i5-8600k Coffee Lake

if you mean the one in top left corner yes.
At first I had the wrong cable there and at that time it didn't boot at all but I got the right one there now.

might be but if its fried would it still turn on all the lights on motherboard and ram?

Its possible depending on what it fried, could have damaged VRM's or the CPU

When starting the board, does one of the debug LEDs (if present on board) like CPU, DRAM, or VGA LED stays on?

when booting only thing that lights is the PWR Led, BOOT, DRAM, VGA and CPU are all black all the times.
