Ryzen 1600x with gtx1060 acting up.

I've read a lot of threads but couldn't find anything that would fit my problem. Maybe somebody encountered same thing.

It's a new build all parts are fresh and whenever I start the PC after a longer time it gives me a pretty poor performance on games for example it shows that Rainbow 6 Siege runs at 80fps but I can tell it's really low around 20-30. After a reboot it is all fixed and it runs the same game at 100+fps. After some time it can again occur by dropping first to a stable 60 then up to false 80fps reading. CPU and GPU temps are in reasonable range considering I'm gaming for quite a while on high settings. All software is updated to latest versions. Deleted a bunch of win 10 bloatware and utility that serves no specific purpose. If anybody has any idea what could be causing this I'm open for the solutions.

PC specs:
OS : Windows 10 Home x64
CPU: Ryzen 5 1600x @ 3600 Mhz
RAM: 2x4GB @ 3000 Mhz
GPU: MSI GTX 1060 6GB OC
MOBO: Asus Prime B350-Plus


Update: after some digging around I found that Asus suggested chipset driver is outdated by a month or more had to go through AMD updater.
 
Solution
If you can get your hands on http://www.lc-power.com/en/product/power-supplies/lc-cc-120/ it would be much better and most probably cheaper. I have seen people push 1600x to 4GHz wit it.

Yeah I was thinking the same. There isn't much to update anymore. Now I found that my suggested chipset driver is outdated fixed that. If that fails I guess I'll try a fresh reinstall of windows.

Yeah I messed around with that one. Found that balanced is still the best case for now until I get a better cooling system, if I let it go on the performance setting it goes nuts and overheats the CPU and then shuts down.
So far seems that the outdated chipset driver was not playing nicely with the Windows fall creator build.

Cooler Master Hyper TX3 EVO. Could've gotten something better but then I wouldn't be able to pay bills and buy food. Sacrifices had to be made. If you have a suggestion for an upgrade I'd look into it.
