So it all started after a power outage a few months back. After power came back, I got this screen every time I try booting up. https://imgur.com/a/FkT5p If I press F2, PC boots normally. If I try to load an overclocking profile, or press F1 it sends me to BIOS, from where I can exit, but when I exit, the PC starts turning on and off until I press the power button to turn it on, and then I'll get to the same black and white screen as showed above.
I did replace the CMOS battery, the PC booted normally for a few times, until it started doing the same thing again.

-i5-4690k at stock speeds
-MSi GTX 970 4G Twin Frozr
-2x8GB@1600mHz HyperX Fury ram
-Corsair RM850 PSU
-Corsair H100i GTX AIO Cooler
-120GB HyperX Fury SSD
-1TB WD Caviar Green HDD
