Internal GPU faulty?

So I got a used i7 3770 and attached it with "Gigabyte H61-d2-b3" with 4gb ram.

Everything is okay but when I install Intel hd 4000 graphic and restart the pc, after windows logo I get black screen with white dots and screen becomes black after few seconds but I can move the mouse point (Link of pic: https://imgur.com/6Bdalud). I have installed other versions of the igpu driver along with the version on gigabyte web but still the same and sometimes I see things like this.

The only thing I can do is go to safe mode and uninstall "Intel Hd 4000" and pc works without the driver

Also I have installed windows 10 and the problem is still there with Blue screen of death saying "Video TDR Failure igdkmd64.sys " after white dots

So my question is what is causing the problem? I have seen the same result on my brother's h61 motherboard and with different psu.So is my cpu faulty?

0% chance of returning. I'll just stick with an old external gpu cuz thats working for now. Thanks for those replies bro. I couldn't find any issue on the cpu stress test
