Memory stick problem

So, i have bought 2 new sticks of 2x4gb ddr3 1600mhz vengeance corsair ram.
The ram sticks i checked and they work completely fine.
my current 2 sticks of ram are 2x4gb ddr3 1600mhz corsair vengeance also, they are essentially the same, just a different design.

They mix fine with my current ram sticks because if i mix one of my current sticks with one of my new sticks, it works fine and launches up.

so the problem i think lies in the BIOS settings, because 2 sticks of ram will work fine, but 3 or 4 will not. (keep in mind i checked all the slots on my mobo, and all 1, 2 ,3 and 4 work)

the solutions i tried:
up the voltage - no effect
updated my bios to the newest version - no effect
take out the cmos battery, hold power button for 1 minute to drain all the energy out of the case, put the cmos battery back in, put the ram sticks back in - no effect

EDIT: i forgot to mention, that the FIRST time they came, i opened up my pc, put them in, and it sort of worked, because i got the ''cpu or memory hardware change detected'', but i forgot i had fast boot enabled so my keyboard did not work at the start, so of course i had to restart it again, and since then it will not work.

my setup:
i5 4690 (non k)
RX 570 4gb
Z97 Gaming 3
2x4 gb Corsair Vengeance ddr3 1600mhz
CX 750M Psu

looking for any sort of solutions, thanks in advance.

Memory manufacturers guarantee memory to work in the form it is sold in. Adding extra memory, regardless of brand or model number, adds extra stress to the memory controller. As a result, the memory may no longer be able to operate at rated specifications or the PC may not boot.

Since the old memory has never been tested with the new memory, no guarantees are made that they will work together. You are free to do your own compatibility testing.

Workarounds to get multiple kits working together include:
Lower DRAM frequency
Relax DRAM timings
Increase DRAM voltage
Lower CPU multiplier

thanks for the reply Calvin7,

I certainly agree with you, that it is inconsistent whether or not two different ''kits'' of ram will work together, but i found that if i put one of my ram sticks together with one of the new ones i have purchased, it works like a charm.

I wanted to ask, how can you ''Relax DRAM timings''? because even though im okay at computers, I'm not informed enough about these kind of options, so i don't know how to do that.

Also im not sure how you would lower the cpu multiplier.
