My CPU constantly drops from 4.2 MHz to 1.4 MHz

PLEASE HELP ME!
I have read some other posts about the exact same thing happening to people, I have tried every suggestion given to others, but I still have the issue.
The only corralation between all of the CPU's that have this problem is that they are all AMD.
I have an AMD FX-8320. Im assuming this is the problem, but it runs overclocked at 4.2 MHz so I dont understand what the problem is! Please help me someone...

CPU: AMD FX-8320
MOBO- ASUS M5A92 LE R2.0
RAM- 16 GB of DDR3
GPU- ASUS GeForce GTX 1060 OC 3GB
CPU Cooler- Asetek 550LC 120mm Liquid
 
Solution
You can't OC on a poor board with no VRM heatsink support it will eventually throttle. Plus unless it's a fan down scenario , the tower coolers and water AIO's are also pointless , because they won't help cool the VRM. The board is the issue , they really don't support 125w "CPU OVERCLOCKED OR STOCK"

So it's not the age of my processor? It didn't use to do this, and for the past like 6+ months I have finally gotten tired of it. If I were to get a new motherboard, it would fix my problem?
(Also apparently my cooler sucks :( )
