PC Under performing Please Help

Hello,
I need help with my pc, am not the most knowledgeable about computers but i know i little bit.
i feel like my pc is under performing in every game, i think that i should be getting alot more out of it for my spec, for example in pubg when i put everything on the lowest setting i still only get between 20-40 fps

SPECS:

Motherboard - Asus M55A97 EVO R2.0
CPU - AMD FX-8350
CPU Cooler - Be Quiet Dark Rock 3
RAM - 8GB kingston fury
GPU - EVGA GTX 1060 6gb SC

am not sure what HDDs are in there

Any comments will help, if you need more information then let me know

Did you ran Cinebench like I requested after booting up? If it gives you crappy FPS and bad CB than it's something going on with the CPU and I do recommend Overclocking it just for the boost. Your computer isn't necessarily 'damage', you just don't have proper compatibility. Your CPU could be bottlenecking your GPU and viceversa, in most cases they revert back to such low benchs to avoid damaging either component but you sacrificed...

All i know about them is that i have a 300gb with windows and all other programs and a 1tb with my games on it, i dont know what brand they are or anything else, and i dont know how to get more info

Um, is the 300GB an SSD? And the 1TB an HDD?
If you're on Win10 type in the searchbar 'Device Manager' and you can check what type of disks you have under the 'Disk Drivers' tab. Or you can type that in for Run if you have an older OS.

both are HHD, the 320gb is a Western Digital WD3200AAKX-00ERMA0 and the 1tb is a Seagate ST1000DM003

Not gonna lie but having games boot up on SSD is much faster. PUBG is a pretty demanding title. Not many can pull off very high FPS even on a 1070+ cards. Having more RAM helps your FPS issue. You may have a bottleneck issue between your CPU, RAM and your GPU. If it was a 1060 3GB it shouldn't be as much. Can you Overclock your CPU a little?

There is honestly a lot of reasons why your PC is underperforming and you gotta do a series of tests to pinpoint exactly. Do you have this issue on other games? I'd recommend pushing your CPU a bit and do a cinebench after you boot up. If it crashes, you'll have to raise your Core Voltage, don't overdo it. You have a decent cooler so it should cool it okay, but also check that out. Changing volts can rise your temps as well.

I'll recommend running Aida64, CPUZ and even HWMonitor to make sure everything is in order before lauching any games. If Cinebench gives you a good OpenGL FPS and everything is fine, and you're stable and the game is still at 40FPS, I'll aim for another 8GB stick to get me a total of 16. And if that doesn't work, I'll get a better CPU honestly.

I think it does do it with every game but it is really noticeable on pubg, csgo rainbow six seige because they are really the only games i have been playing.
am not too sure about overclocking my cpu, i dont really know how to do it safely and i dont want to mess my pc up anymore that it already is.

If you're not comfortable overclocking have you consider updating your CPU? Unfortunately you'll have to get a new MB and RAM and all of that if it's not DDR4, seems like a lot just to make a GPU work. I'll consider OCing your CPU a bit by changing the Core Voltage and running it higher. What current Ghz do you have on your CPU? You can find this by downloading CPU-Z and it'll give you all the data there is on your CPU. If you'd like you can run it and take a screenshot and post it and I can help you with OCing it to a safe state just so you won't overwhelm yourself.
