CPU won't go above 25%

Hey, I have 8gb of ram, a brand new radeon graphics card, but whenever I play a game, my processor utilizaiton will not exceed 25% no matter what I do, this causes unplayable lag in all games.

Sounds like a possible culprit. Try re-setting your bios to default.
If they does not work, try flashing it.

Check your cooling. You probably have an obstructed fan and are thermalling.
Install HWmonitor to get an idea what your CPU is up to. If temps look good at 25% or whatever (for example below 60c) then you can try running aida64 CPU stress and see what it does under load.

CPU is the intel i5-6500 3.20 ghz. GPU is the Radeon rx 580. The task manager shows a constant cpu speed of .77 ghz. and no matter what i do utilization does not go above 25 percent. I get unplayable lag in pretty much every game. All settings are very low.
 


Have you run HWmonitor like I asked?

Ah, you got the trial version of the PRO. I use the free version which does not put [TRIAL] over the vital info.
Your CPU is ramping up to the correct speeds on 3 of 4 cores. It is strange that 1 core is lollygagging while the others are working. I haven't seen this before.

Perhaps try flashing your BIOS. Or if your bios is up to date, then re-set it to factory default.

I see in your screenshot your processor is not running at a very fast clock speed.

Can you post your full specs please.

One problem that may be responsible is your power settings. Having 'power saving' mode for example would limit the processors performance, possible usage to save power. Head to the power options panel then select 'high performance'. Then restart your system.
