amd fx 8320 frequency drops

my amd fx 8320 cpu is always dropping frequency it goes from 1.000 mhz to 2.000 to 3.500 mhz
i dont know what to do about this if anybody could help it would be appreciated.

pc parts
amd fx 8320 black edition
amd radeon r9 380
motherboard: Gigabyte Technology Co., Ltd. GA-78LMT-USB3 6.0
16 gb of ddr3 ram

so it is supposed to rapidly jump from 3.5 to 2 to 1?
