Frame Drops only when unlocked framerate

When I play overwatch I notice that if I lock my frame rate below about 100 I get smooth performance, but if I move that lock to something like 144 or unlimited I randomly have huge frame rate drops and my audio sounds like it's stuttering.
Additionally in PUBG I notice this as well but it's random and once it starts it doesn't stop until I reboot my PC. In overwatch it always happens when I unlock my frame rate but in PUBG it can be fine for a few games and suddenly come in and doesn't leave. Streaming seems to bring it out instantly.

I've recorded temps and my CPU is staying in the 60s and my gpu doesn't get over 80, sometimes hitting 81 or 82 but coming back down.

Specs: i7 6700, GTX 970, 16gb ram, Gigabyte H110-N motherboard, EVGA 500w

I used to have a 780 so I doubt it's my power supply. I also play VR and don't notice any of these frame drops.

Note: I am in a very compact SFF case.
 
Download msi afterburner and install it with riva tuner and test it in some singleplayer game where that happens, if gpu goes over some temperature it could be that its hitting the temp limit and downclock drasticly, just increase power limit and temp limit it should do it.

(This is optional if above doesnt do) Could be sound , that you had/have selected high quality, to try this option do this:
Control panel-> hardware and sounds -> now tab will open select playback and right click on speakers and properties.
Now under Advanced tab select First DVD quality ( im not sure if you have any other DVD), and log out and login and test again.

I will do the testing you've outlined. Also, in terms of the sound, I use corsair voids (wireless via usb dongle) so I can't change the sound profile like you've suggested. I've put every other device down to the lowest sound quality and have not noticed a reduction.

I have had the issue occur now. Here are the two graphs in question:

Right at the end of that first graph is where the issue occurred. GPU power tanked.

But core clock remained the same.

As a note: I had the temp overlayed, it was staying at 79C, and when the stuttering occurred it tanked down to the 60s and then flew back up.


I have increased the power limit to 105% and temp limit to 85C. I will see how this affects performance.

So after a while I've figured out that blasting a room fan at my case fixes the issue completely. I dont understand since my GPU is not hitting high enough temps to throttle (80C is normal) and my CPU is staying around the mid 60s...
