Bad Chip? AMD Fx6300 4.1 Ghz Overclock

Is this a BAD chip or am I missing any thing vital?

I've looked at many guides an tried small over clocks, reapplied tim ( Pea Sized Dot, Artic MX4 - Used Artic Cleaning Solution + Prepare surface) I can't overclock past 4.1Ghz stable - temps reach max.

I have mixed ram so I tried to set to D.O.C.P an load the 1600mhz xmp

i've also started from stock voltage an bumped up slowly untill stable at 4.1ghz -

MotherBoard:
ASUS 970 Pro Gaming mainboard with Aura lighting, AM3+ processor socket and built in SupremeFX 8-channel high definition audio

Ram:
Corsair XMS3 8GB (2 x 4GB) DDR3, 1600mHz, CL11 (11-11-11-30) RAM
HyperX Fury Red Series 2x4GB 1866MHz DDR3 CL10 DIMM

CPU:
Unlocked AMD FX-6300 Black Edition 6 core CPU running at a speed of 3.5GHz with a boost speed of 4.1GHz

GPU:
EVGA GeForce GTX 1050 Ti SC Graphics Card 4 GB GDDR5

CPU Fan
Hyper 212 - fan changed to a SP120mm Corsair fan

best overclock achieved,

20.5x Multiplier, 200 frequency, 1.308V, Digi power settings set to guide CP/NB Freq set to 1.25

I have a FX6350 and an MSI mobo, I just kept playing with it (actually i still am) I ran into the same problem at 4.3, and just kept playing with it. I finally gave up and gave in and went from a stock cooler to a liquid cool system in which i am now testing with prime to see if it holds at 4.9, i don't think anything is wrong with the chip, maybe something else, you have an aftermarket cooler.
