What cpu should I buy ? (Late 2017)

I'm new in this world of pc gaming and I'm willing to know what cpu I should get.I have a budget of 400 (Motherboard -cpu ram ) I already got a 1070gtx And I would like to see no bottleneck at all.

I was thinking to get a ryzen 1600x or an i7 4790k.

1080p 60Hz monitor? Any I5/I7 Ryzen will do well.
1080p 144Hz? I7-8700k is best FPS, better bang for the money is I5-8400 and Ryzen 1600.
You understand you need new motherboards and ddr4 ram if yours is ddr3, right?

Can you tell the total budget and major usage other than gaming?

Ryzen 1600 can do 100+FPS, so will be good for your monitor. I5-8400 is has slightly better FPS but same perf on your monitor.
